Senate GOP Embrace President's Proposal to Overhaul Obamacare

US lawmakers are meeting during the weekend for the first time since the government shutdown began more than a month ago, but expectations for a bipartisan agreement on how to end the standoff appeared to recede as Republican senators floated a plan toxic to Democrats: eliminating the ACA, known as Obamacare.

Growing Impact of Federal Closure

The impact on Americans from the lengthiest shutdown of the federal government in history worsened on Saturday, as government employees went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

Trump's Proposal from Golf Course

As Saturday's session got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Several Republican senators praised the proposal, which is similar to a alternative for Obamacare put forward in 2017.

"We will replace this failing program with something that is actually better for the patient," one senator stated.

Another senator commended Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Reaction

Opposition senators shared alarmed reactions to Trump's proposal.

"Essentially, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another senator reacted to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? Then I welcome your support for universal healthcare."

Ongoing Negotiations

The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a handful of centrist lawmakers to terminate the closure in exchange for a future vote on the ACA payments.

One Democratic senator, who is leading the talks among centrists, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and continue the subsidies for a year.

Another senior Democratic senator persisted in maintaining that Republicans should agree to a 12-month continuation of the subsidies before negotiating the long-term of the subsidies.

"Inaction is derelict because citizens will go into debt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress does nothing."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the backing of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with savings accounts is improbable to earn a single Democratic vote.

Some observers suggested that the essence of such a plan would remove the ACA's requirement that carriers cover patients with pre-existing conditions.

After his golf outing, Trump returned to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the proposal that was unsuccessful to garner enough backing in 2017.
